I did a bit more digging over the weekend because this really bothered me. And I learned that the Rainbow Warrior was going to put itself inside of the assigned test zone; thereby endangering it's crew. The mission was to sink/stop the ship, but the 2 (I think?) deaths on the ship were accidental.
Now I'm talking about the act itself - not the effect that nuclear testing may have had on the inhabitants, because that I don't know. But Greenpeace isn't always peaceful in their protests and that can't be overlooked.
